* dotnet format style --severity info

Some changes were manually reverted.

* Address dotnet format CA1816 warnings

* Address or silence dotnet format CA1806 and a few CA1854 warnings

* Address most dotnet format whitespace warnings

* dotnet format whitespace after rebase

9860bfb2cd misc: memory: Migrate from OutOfMemoryException to SystemException entirely (#5399)
Fix a regression with address space allocation while providing more
information about the context of the exception.
